In theory, yes, but in actual fact, it might be too expansive to install competition.
E.g. OpenNet is monopoly in supply of fiber broadband. It needs much more than 700 mil (IIRC, the government subsidy budgeted) to create a direct competition.
I disagreed with that. It's always good to have competition in everything.
competition will always make people work hard to provide more value, If a 100 meter sprinter has no competiton he might think "nobody want's to compete with me I'm so good in everybody's eyes I can do no wrong! I'll just take a slow walk to the finish line I will win the race anyway so why hurry?
