If anyone works long enough in the retail trade, one will know that it is very common that things get stolen.
Shoplifting is more common than what most people think. Insiders also steal(sometimes massively) from the very people that pay them. Goods/cash/... anything.
It probably can be minimized but can never be stopped totally. In smaller establishments, I have encountered, witnessed and seen as much as >50% of staff taking significant items without paying. (significant means things that are valuable, excluding food/drinks/stationary/low cost items/ etc.)

In a purely capitalistic and principle indifferent world, these actions including bribery which maximizes ones' profits should not be unexpected
But obviously it cannot work in the long term in a real society when there is no trust in the system. The trick is how to demonize such activity and punish the 5-10% that flaunt the rules so that the other 90-95% will not be affected and follow suit.
The tipping point is actually just around 10% for perceptions to form. Look around, observe issues and comments, and it is obvious mainstream ideas might not be that mainstream driven: mostly regurgitation propagations when there is info overload and most choose the heuristically easy way
