Mr Salleh expecting to give out 3.4 cents dividend. Does this mean a final dividend of 1.7 cents will be given for the full year?

Surprisingly 2nd chance went XD today. I looked at the counter yesterday and there wasn't even a CD on the counter.
Without CD can XD?
