Flex boat is too high end for pirate. If they capture one, they probably will sell it for $$$.

According to an independent database, there were 183 midsized aluminum crewboats built in the last five years, 76 by Penguin International at its shipyards in Singapore and Indonesia. “At Penguin, we are building on our established Flex brand of crewboats to offer a range of vessels that perform a variety of offshore and security duties from Asia to Africa,” states James Tham, Managing Director of Penguin in Singapore. 
 
I suppose the light arm patrol boats' demand is simply because of the heightened piracy concern especially in the west africa regions.

This is a very good article, as it has described quite clearly the special features and wide usage of Penguin's Flex crew boats. Indeed, Penguin is a very special and prolific crew boat builder.

I doubt so. ST Marine focuses on military battle ship, rather on petrol boat.
 
Petrol boat is like police petrol car, which uses commercially available car e.g. BMW, with post-sale enhancement, rather than custom-made

I reckon Penguin is focus more on the "D" in the R&D.    
Penguin has consistently introduced new boat design, which either completing the product offering, or improved the existing product.
