Property ROI - how do you calculate it?

I thought the question is about who is correct -11% or 2.7%. i take the later. Value of the house needs to be catered and this swing votes. But if we are going for more exact math, interest rate risk, rental continuity or stability as someone mentioned, etc etc... that another discussion.
