32mths? That's a long time to wait for new flats. Still prefer the old system of planned building program regardless of whether there are buyers. At least a regular suppply are assured.

Average waiting time for BTO flats is 32 months

SINGAPORE : A typical Build-To-Order (BTO) project comprising five blocks of not more than 20 storeys took an average 32 months to complete in the last two years.

Based on this, the HDB is confident that its contractors will be able to build and deliver most of the flats in about 2.5 years or 30 months, without compromising quality and structural safety.

This is according to National Development Minister Mah Bow Tan who was responding to MP Ho Geok Choo who asked if HDB is confident it can complete the construction of flats.

In his written statement, Mr Mah said: "Construction may also take longer if it is affected by factors such as poor soil conditions, site constraints or complex design features. The longest construction time for a typical BTO project over the last 20 BTO projects has been 42 months while the shortest was just 26 months."

Mr Mah said HDB is also working with contractors and suppliers to shorten the construction period.

He said this is being done by increasing resources, enhancing and streamlining work processes, and raising site productivity.

The estimate is that buyers of typical BTO projects launched from mid-2011 will generally need to wait 30 months to collect their keys after booking their flats.

With the extensive use of pre-fab parts in flat building these days, the time taken to complete the projects have already been shortened by a lot. Previously, people have to wait 4-5 years for their flat to complete. In the 1990s, the waiting time was more than 7 years (!) taking into account a huge backlog despite a massive building program underway by HDB. I am not sure who now remembers the days when couples start to apply for flat when they are in their university freshmen years, so that they will have to wait only 2-3 years when they graduate before they can get their house!

Having said that, the building and construction industry can do alot more to improve productivity. Look at all those bangalas standing around in construction sites looking at people working, and you get some ideas about the amount of over-manning that goes on in the sector.

The workers at the construction sites..........are supposed to work slow........

You rush a construction project, you kinda doom it to many mistakes.......

The china pre-fab is mainly based on steel buildings

it's not the problem of 3 months or 100 months... it's simply there was no building of flats at all when the IRs were being built!!! it was done tat way cos NOW HDB can sell it's flat at higher PRICES!
