I don't know what those two suggestions can solve.
1) This only improve the flow of passengers from home to MRT stations. So you probably get people to the station on time to be delayed by the over-crowded trains?
2) Ok so more than 90% of the population can be housed around the MRT stations?
The way to do it is to bring work nearer to home or bring home nearer to work.
