Gold Packs @ $64.90 makes better sense for BPL fans... an incentive to sign up if compared to a standalone $59.90 BPL pack... only another $5...

A classic example of “上有政策 下有对策“ （translation: there is policy from authority, but there is also way to get around it)

So it is always not advisable for authority to over-intervene the market..IMO
