Technology will lead policy and public acceptance.
For example, if a self driving car gets into an accident. Who is liable? How will this damage acceptance (even if you "prove" that self-driving vehicles get into less accidents than drivers will).
It will very likely become that gov will have dedicated lanes for self driving cars and buses so they have less chance for traffic jam and accidents. So if there is accident, very high chance its the human driven cars fault.
Besides most self driving cars/bus will probably have special colors and be mounted with many cameras making them highly visible. So if you crash into one it will very likely be your fault. Otherwise with 360 degrees camera recording on these vehicles, it will be very easy to decide liability..
and just like lorry, the automated vehicles are also very likely to have a lower speed limit making it less likely for serious accidents happening.
In the small chance it's the robot cars fault, these public co. Will have more than enough insurance coverage.
