A new exemption order will also take effect from next Thursday to allow more flexibility in telemarketing. The new PDPC guidelines cover key issues such as obtaining clear and unambiguous consent for telemarketing, what businesses can do to obtain such content, as well as requirements for telemarketing messages to include identification and contact information. For example, the guidelines illustrate how businesses may identify themselves and provide details on how recipients can contact them in a telemarketing message. it's just a registry, it doesn't mean once you register automatic the telemarketers will stop. It just means before anybody send you some advertising they have to check with the registry first. I doubt those loans or small company will check because it's going to take a lot of effort to do it Imagine they want to send email blast to 10,000 cell phone numbers they have to screen each of these 10,000 people against the registry before they send you need computing power to do that and I just think small company or loans company will not have that kind of resources will just chance it.
Person registering for this could also create confusion. Typically people get sms acknowledgement from online stock trading, using credit card even atm withdrawal. Example if you trade stocks online but the stock broking company see that you are are on dnc registry and blocks email/sms acknowledgement to you for the trades will this going to pose problems later?

More update on the exemption...
How the exemption works Organisations which have an ongoing relationship with a subscriber or user of a Singapore telephone number are allowed to send certain specified messages to the number without checking against the Do Not Call Registry. An exempt message is defined as one that is related to the subject of the ongoing relationship. A bank or credit card company, for example, would be able to send its existing credit card holders telemarketing messages about related services, such as a rewards programme for credit card holders. Exempt messages can only be sent via text or fax. To rely on the exemption, organisations are required to provide information in their messages on how consumers can opt out of such messages, and allow them to opt out using the same medium through which the message is received. When an individual opts out, that organisation can no longer rely on the exemption and must stop sending such exempt messages to that Singapore telephone number 30 days after the day the individual opts out. http://www.todayonline.com/singapore/how...tion-works
