There are only a few countries that have the resources to do that since a single constellation covering the earth will require at least 24 satellites. So far, the country that in fact can do ERP is in fact Japan. The widespread Wifi infrastructure allows anyone to track their own position within tens of metres, with or without GPS satellite, below and above ground and between high rise buildings.

i think GOV will implement one day. Gov may gives motorists some "sweetener" before implementation of "EMP" . That's their style of implementation of many policies. So that you don't have the will to protest strongly. May be some Singaporeans will make noises but usually end in a whimper. Why?

I think that the COE is a very useful tool to control vehicle population. For a city-state like Singapore, we must understand that it is not the priority of a government to allow everyone to own a vehicle. The taxes collected from the COE bidding should be used to fund improvements in public transport, to make it truly world class.
This is not enough. To also control usage, i will hope the government of the day can increase the cost to drive, i.e. by increasing ERP during peak hours. Apparently, the $8 to pass through the gantry at ECP to city is not enough to deter motorists from driving.

Maybe another category to include is the "Super Car". Seeing more and more of such cars on the road. Minimum COE for such cars set at $300k?

Singapore can implement it own tracking system too. Using the telco network. If you look at the system setting of a smart phone, you can see that mobile network can actually be used to determine your location. Had seen an experiment. It was quite accurate.

I remember reading newspaper article some years back that they planning a string of xsat satellites
XSAT is a low earth orbit imaging satellite which is different from a GPS satellite that is orbiting in MEO.
The main difficulty in setting up the constellation, besides the building of the satellites, is to launch the satellites into different orbits with different planes. Unless you own and build launchers, it will take a princely sum to put up the constellation provided the space agency or company is willing to do it or able to do it.

I am not in the upper echelon of our society.
I guess losing the opportunity to own a car is part and parcel of living in a landlocked city state. FYI I don't own a vehicle currently. I will love to though... Who doesn't?

I don't. Too much hassle. Anyway, I think a car is more of a lifestyle rather than a "need", and my current lifestyle does not need a car. Everyone have their own choice.

They tried now. Moving the high end "small" cars from Cat A to B. Giving the general population to get themselves a "standard" small car. Need not fight with the rich for COE.

Everyone can do their sums to get the best deal out of existing high coe.
European made cars offer more overtrades for owners' existing car.
And gov penalise those who can do their sums.
Soon enough, the gov will possible do this for jap cars, the. The korean cars.
Eventually cat A will be playing field for china made ones.
