Hardware sales slowed... not good sign for hardware providers and its suppliers ...
IBM misses estimates for the first time since 2005
NEW YORK — International Business Machines (IBM), the largest technology-services provider, missed analysts’ profit estimates for the first time since 2005 after hardware sales slowed.
Excluding some items, first-quarter profit was US$3 (S$3.71) a share, the company said yesterday.

IBM reverses Wall Street slump
NEW YORK — News that IBM will buy back more stock and raise its dividend helped pull major United States stock indexes out of a morning slump yesterday (this morning, Singapore time).
IBM and other technology stocks led the Standard & Poor’s 500 index up. The broad-market measure ended April with a 1.8 per cent gain, the sixth month in a row the index has climbed higher.

Warren Buffett is a SSH of IBM, and more than 15% weighting of his portfolio.
Is there a need to say more?...

It's difficult to judge base on public info of the new CEO. I will take an indirect approach. Warren Buffett is very concern on top management appointment. If he is ok with her, i will opt to trust his judgement.

If I were to look at Warren Buffett quotes, his higher focus is on the business,
You should invest in a business that even a fool can run, because someday a fool will.
eg. Coca Cola many years back
When a management team with a reputation for brilliance tackles a business with a reputation for bad economics, it is the reputation of the business that remains intact.
eg. Berkshire Hathaway during Garment biz days
An old article from Forbes dated 18-Jan-13,
Why Warren Buffett Keeps Buying IBM
Sifu is right, his higher focus is always on business, but he had never chosen a fool as top management of his invested companies IIRC.
In the article quoted, probably half of it is on "Management - Business Execution"
